The compliance problem

The duty sits with your company

Under Regulation 1223/2009 the responsible person carries the safety obligations (Art. 4) and the distributor has its own verification duties (Art. 6). The General Product Safety Regulation (GPSR) has applied since 13 December 2024 and supplements them.

Manual checking is unsustainable

How matching works

The system compares your catalog against two sources: EU Safety Gate alerts and Annexes II–VI of Regulation (EC) No 1223/2009. Matching is two-track and deliberately conservative.

By EAN code

A Safety Gate alert is attached to your product only on an identical barcode. No name-based guessing: if you see an alert on a product, it is that product.

By INCI composition

Every substance on your ingredient list is checked against Annexes II–VI. The result is a clear per-product status: ok / warning / critical / unchecked — a missing INCI list gives an honest "unchecked", not a green light on credit.

Honest about the limits: a "warning" or "critical" status does not establish non-compliance — it says a substance from your formulation appears in the annexes. Every status shows why it was assigned: which substance, which annex, which alert. For conditional entries the report also gives the condition under which the substance remains permitted, quoted from the regulation.

Label review for Regulation 2023/1545

Products placed on the market after 31 July 2026 must name an extended list of fragrance allergens on the label (Regulation 2023/1545). Stock placed earlier may be made available on the market until 31 July 2028. BeautyGuard reviews your catalog automatically:

  • we flag products to verify — carrying a fragrance compound ("Parfum") with no new-list allergens declared, or a natural oil from the list,
  • products that already declare the new allergens in their INCI are marked separately,

Regulatory monitoring — ahead of the change, not after it

A cosmetics ban does not appear from nowhere. A substance is first classified under EU chemicals law, and the regulation amending the annexes follows some 12–18 months later. The radar works on four levels:

  • 12–18 months of lead time: acts classifying substances as CMR (carcinogenic, mutagenic or toxic for reproduction) are tracked — the stage that precedes the cosmetics ban by one legislative cycle. New acts appear in the public regulation calendar; the 12–18 month gap is an observed pattern, not a binding deadline,
  • new acts amending Regulation 1223/2009 are picked up weekly,
  • substance statuses roll over daily as their dates fall due — no manual updating,
  • when cosmetics law changes and covers a substance in your catalogue, a notification arrives listing the specific items.

The scope is stated openly: product-specific notifications cover changes in cosmetics law. Chemical classifications feed the calendar as an early signal — translating one into a verdict about a single product requires the responsible person’s own assessment. Finding no matches is not a statement that a product is compliant.

Frequently asked questions

How is this different from the Commission's free alerts?

The Commission newsletter sends every alert in your chosen categories — with no knowledge of your catalog. BeautyGuard crosses alerts and annexes with your specific products (EAN, INCI composition) and only speaks up when something concerns your products.

Does BeautyGuard produce CPSR reports?

No. The CPSR is a safety report drawn up by a qualified assessor (Article 10 of Regulation 1223/2009) before a product is placed on the market. BeautyGuard monitors what happens after: new alerts and annex changes.

Where does the data come from?

Official sources: the EU Safety Gate system, the CosIng database and the texts of Regulation (EC) No 1223/2009. Every status links to its source.

What do I need to upload to start?

A CSV with your catalog: EAN codes and product names, ideally also the INCI composition — without it a product gets an honest "unchecked" status on the ingredient track.

Can I cancel anytime?

Yes — cancellation takes effect at the end of the paid period, with no notice periods.
